There is no such file, only Charname Black/Whitelist no simple charname.xml neither with stable nor with stable_beta

I stumbled upon this problem: My EVEBot does not create a charname.xml and starts from 0 config each time. I fixed this on my main pc by using the beta and then switching back to normal stable. But on my laptop this does not work. Any idea how to get EVEBot to create the charname.xml?

And how exactly do I do this, because there is no such charname.xml file^^
