To keep Kannkor's thread on topic, I'll just create this OT thread saving some time cleaning up that thread and preventing him from bursting into flames stopping the coding all together. 
Your original post said "Could you make the level at which Primals fire off to be set based on ranges of a mob's health?" which implies an "instead of SL", not "in addition to SL". But sure, if that's what you meant, I wouldn't mind it for the "unleash all" possibility mentioned above.
For Savagery Freeze, set it at SL5 or 6 as the highest priority, set all primals at the same level, and voíla. That should take you to a decent Feral level, put out max gain from the ferals and drop your Savagery down far enough to keep you busy building up to lvl 5 again until they are back up. Had some nice 1M+ Shadow Leaps today trying it out at SL5.
Either it's a language barrier here or I'm just plain stupid, but I still can't see why you'd want to have the primals bound to mob hp at all (apart from maybe a "unleash all" at a few % to inflate the parse for shits and giggles). Too long of a fight and the BL would just stand around not casting shit because all CA:s are down and the primals are within another hp range.The idea enhances the current capability in the BL section (i.e., only being able to set a primal to trigger on a single value). If you wanted to set all the options to the same level, you still could and it would not change what you can currently do. Why is the idea bad?
