Utilities on very easy/easy, dont do moderate.

40+ how are you setting your skills to get a's with mod B's without crafted crafting gear?

with your skills set correctly, equipment lvl 40+, tools as your preference, there should not be any reason you cannot get solid mod b's. I've lvl'd 3 crafters and have no problems getting mod a's from 30+
