is there a cap on defense skill? Right now if I add a +def adornement my Mit does not change.

I believe increasing your Defense skill raises your avoidance, not your mitigation.

Defense purely raises avoidance, however it only raises contested avoidance. Aka Epic mobs don't give a crap how much defense you have

So the only way to raise Mitigation is with armor and items that have +mit right?

And since Plate healer dont give +mit to tank anymore its hard to raise to a good level.

Correct.

Theres a purple Chest adorn too for 13.5% increase too.

Bards give +mit on their defensive buff if AA spec'd for it(Shadows, second line), some priests have +mit attached to a ST buff that usually goes onto the tank(i.e. warden with character trait), some classes have +mit buffs that hits the entire group(Conjurers, Geotic Rune) and there is a purple war rune usable by priests(Foundations of Adamant) that gives a permanent +mit buff to the group and stacks. There's more, but the point is: there's lots of other sources of +mit and it's really not that difficult to raise.
