isxeve.dll could not be loaded into memory as a Win32 library

I am getting an error that says isxeve.dll could not be loaded into memory as a Win32 library when I try to start up ISX. My bot was working fine after the retribution patch, I got a bsod when multiboxing, and then when I reset my computer, I got this error message when opening the console ingame. I have tried resetting my computer and doing SVN checkout.

Re-download ISXEVE itself.
The tl;dr is that your BSOD probably interrupted a download / save of a new version of ISXEVE, leaving you with a corrupted fragment of the .dll.
