I am doing the LLL crafting and I have an outfitter. Everytime he makes something, he runs all the way across the guild to sell it. Is there a setting to stop him from doing that?

Move the NPC next to the Tradeskill stations?

Otherwise no, the idea is you make x amount of items, sell them, move onto next.

I wish there was an option to only sell stuff when the bags are full.
