Is this functionality there? or does it still stick its a pain in the ass to implement?

As far as i know it is still not implemented, and i don't think it will be implemented for a while.

this functionality will never be implemented.

If you want to find a specific actor, or type of actor, or actor by name, you might look into the eq2track script. There are "reverse filters" implemented in that, and with the waypoint feature plus the minimap, it can be better than radar for finding things.
