Every once in a while, I get questions about what EQ2Chars tab (previously EQ2Chars.inc) was used for. What does "authorized members/characters" mean.

In it's most basic form, it simply means, a list of people your bots will trust. This is a good, and dangerous thing.
It's a good thing, because bots shouldn't just trust anyone. For example, if someone is on this list, your character will accept ANY trade they hit accept on. For example, if you put 1000pp into a trade window and were expecting something back, if they hit accept, the bot would hit accept also.
I've also started dabbling into an area of making bots do certain things, or not do certain things, based on who else is in your group.
For example (none of this is coded/live etc, just testing a concept). Lets say you're in a zone, and something happens where 1 person has to call something out. If you were in a group of authorized people, the bot would be allowed to say it in group. For example "invisible mob spawned". However, if you were with PUGs, you may not want it to say that, especially if more than one of you were running the bot. It would look very suspicious.
Another example (currently live/works): If you get a group/raid invite from anyone on your auth list, they will accept that invite. If they are not on the list, they won't touch it, and allow you to decide what to do with it.
There are also chat commands (which I don't recommend people use, they are old and could probably be removed) that will only work for authorized people. For example, if someone says "assist me", everyone will change their assist to that person. (There are other ones that involve movement, which can cause you to look bottish).
Anyways, make sure you only add people you trust to the list.
