Illy wont mana flow.

I left the mana flow setting to normal, and my illy for some reason won't cast it.Checked the debug log to see if something was blocking it, but nope . He'll cast savante at the right % but wont even get close to casting mana flow at all. My coercer's mana flow was going off fine. Thoughts? ( btw coercer not in the same group)

Is this a low level toon? Nothing on mana flow has changed...
