I was getting same thing and this is what I was told ~~~~ Quote from another user:

I just checked and I'm getting the same message. If I understand it correctly it's not an issue. From my understanding it's basically saying the file in question hasn't been modified so it's not downloading anything new. Here is something I found looking up the error.

304 Status Code Explained
The 304 status code is sent in response to a request (for a document) that asked for the document only if it was newer than the one the client already had. Normally, when a document is cached, the date it was cached is stored. The next time the document is viewed, the client asks the server if the document has changed. If not, the client just reloads the document from the cache.

sidenote: the 400 and 500 errors are the ones you have to worry about more.

I am still getting it. Was this resolved?
I'm also still seeing this after the patch today.

Logging in post patch, I isx loads, ogre loads and runs as long as a merc is not active. Recalling a merc or logging in with an active merc causes an immediate eq app crash.

This is happening because although we updated the file time on the server, I forgot to change it on my home computer. So, I was uploading a manifest for the patcher that was old.

Anyway, it should go away later tonight when I update again.

For future reference, this is a really stupid error message that Microsoft should never have implemented. Just ignore it.

Just wanted to confirm that this is fixed as of this morning and mercs no longer result in an app crash. Thanks, Amadeus for the quick fix.

MSFT != the company it once was.
