Item in Ability List

I loaded the item 'Fiery Dragon Essence' into my abilities (insta-clicky charm that gives a 12 sec 25% dmg reduction) and have it loaded into my priorities as a heal when the tank hits ~40%. I have adjusted the % up to test if it will work and it has not worked yet.

Looking in the Ogre Wiki Kannkor has done some basic testing using Priority Combat but I didnt see anything on Priority-heals.

So my question is twofold: 1) Is this something that doesnt work with using it as a heal and 2) Is there a different way to set it up so I can use the item when I hit a health threshold?

I haven't got to checking on it, so no comment as of yet.

P.S. I hate items nearly as much as I hate druids.
