Item use question

Was wondering if there are restrictions on using items in spell tabs other than the CA tab, because when I try to use them in my Priority tab, for instance, bad things start to happen to that toon. If there are no such restrictions intended, then I will try to provide more info about what "bad things" are, but one of them seems to be the toon losing its ability to maintain the proper assist target.

Turn on debugging..

Items require a target to cast. So depending on your selection, it may be trying to target something that doesn't exist, which clears it's target, then the item cast fails.
Rinse and repeat forever.
