As it stands now, the ship moves to 12km from a asteroid and starts mining. Where can I find the value to change that to at least 14, and is some situations with a group even further due to gang bonuses and implants?

It should approach to 90% of your max laser range. See obj_Ship.OptimalMiningRange in obj_Ship.iss.

Is that value (Module.OptimalRange) not updating for gang bonuses?

Active Member
This was apparently a mistake on my part. Setting up the fleet was the issue for me. You are correct, it DOES correctly calculate the new distance to the asteroid.
