I'm having a problem getting the res tab to work correctly.

The out of combat res works fine, but only the first box of combat reses work.

On an Inquis for example I'd have Conversion of the Soul as the first box, Reforming Soul in the second and Resurgence as the 3rd. All 3 bubbles are checked, but the toon only ever uses Conversion of the Soul in combat.

Is this bugged or did I set something up wrong?

Was bugged. Fixed with Patch 61.

I am curious to know what "boxes" you are checking? This most likely is my problem as well I am never getting my defiler or inquisitor to rez while in combat?

this thread is quite old and the "boxes" have changed. I'd wager to say that you're healers are not reviving people because of where they are in the "cast stack" or alliases are wrong. That being said, the box is in the settings tab, left side, sixth one down, disable CS_Res.
