Teleporting to other zones?

How are people teleporting to other zones without the use of the riftways?

I've seen people go from Khal to Tursh instantly.

Is there another teleport program out there that allows you to teleport to different zones without any delays?

Teleporters are available in the game to go from Khal => New Targ => 3 Kojan cities. You can talk to a guard, and they will tell you how to get to the teleporter. This might be the case for what you're seeing.
