ToFSx2 - How to "get to" Tserrina?

Ok, I'm stumped. I've come in this zone and cleared what I believe to be all named and some trash and for whatever reason when I go back to floor one and into the room with the "lights", the one beam of light to the left is never lit up. I've done this three times now and I MUST be missing something. Can anyone for the love of god please point me in the right direction (and no google doesn't count)

Looks like the access quest isn't updating correctly for some reason. Looks like a petition!

There is no placing mirrors in the x2.

hmm thought I remembered that as part of the buff quest.

Well it appears the zone was bugged. GM popped a few hours later and reset the last "beam" and got the mirror to appear.
