if vga.iss is not suppose to be in the script folder, then why does svn-update always put it there?

It's not an issue, just wondering.

I left them there initially so that people who had the old installation would get an actual update when they did svn-update (otherwise, it would never update their vga.iss file and they'd keep using the old one.)

However, I have now removed it.
