I'd take an educated guess and suggest that they have been disabled at an ISXEQ2 level, to prevent people botting those mobs on the TLE servers and causing massive negative publicity.

I doubt it's an OgreBot specific issue.

That is exactly correct. Especially for the Avatars, ISXEQ2 is disabled when you get within a certain distance of one that is spawned.

It was announced in the ISXEQ2 changes file when it was implemented:

Code:
December 28, 2017
[20171219.0011]
* ISXEQ2 will no longer recognize most contested, open-world raid content on the Fallen Gate server
(i.e., similar to the restriction on open-world AVATAR bosses on the regular servers, which was
added in August 2013.) Additionally, when one of these boss "actors" are within range of the
extension AND in "combat mode", the following features of ISXEQ2 will stop functioning:
~ Target TLO, Actor TLO, CustomActor TLO
  ~ Me.Group, Me.Raid, Me.Pet, Me.Ability, Me.Pet, Actor.Pet, EQ2.GetActors
~ Target Command, Where Command, Face Command
  NOTES:
  1. The radar will continue to function; however, it will not update with any 'new' actors until the
avatar is out-of-range, not visible to the extension (i.e., dead),or not in combat mode.
You may need to reload the radar to add any actors that would have been added when these
	conditions were true.
  2. Once the avatar is not within range of ISXEQ2, or out of combat, then ISXEQ2 will resume normal
  functionality.
ISXEQ2 is not intended to affect the gameplay of non-ISXEQ2 users and was never designed to be used for contested content.
