Currently invis and stealthed npcs only appear on radar if you are 10 levels higher or have seeinis/see stealth invis. Perhaps amadeus could look into adding the ability to see stealthed/invis npcs in the customactor set, radar , where searches etc.
If it doesn't show up on radar, it means it's not available. I do not restrict the information that comes across on radar (the actor array) on the PvE servers. So, if it's not showing up, it means the information is not being sent to the client.
