Cursor Goes Under Windows

Hi all. I got back to game recently and decided to use ISX again, but I notice an issue and I don't remember seeing it before (although it's been at least a couple of years). Anyway, as the title says, whenever I bring up a window such as the radar, my cursor goes underneath that window instead of above it. Is there a way to fix that? Thanks for your time.

In EQ2 options, there's an option for... [x] Use Software cursor (could be mouse, not cursor, not sure).
You want to UNCHECK it.
