If you're talking about EQ2 login servers not letting you in, then it's a Everquest2 issue and they are patching at around 9pm EST tonight.
If you're talking about ISXEQ2 not loading, ISXEQ2 is not updated since it is patch day.
If sessions aren't opening at all, it's an Innerspace issue.

I had this issue a while ago, where only is1 would load, i rolled back to an old version of innerspace and it fixed it. Try 6174 from https://www.lavishsoft.com/innerspace/archives

ok I load inner space .... I choose to load team A (set of 6 toons ) the 1st toon window loads up and minimizes , and it stops there ... the 2-6 toon never load .... I go to inner space and try to open 2-6 1 at a time .. but they never open there window
tried the roll back but it cant over write something ... feel like an idiot ;x

That's a Windows permission issue. Try saving the file to your desktop and drag it across into the correct folder from there
