Ogre Error Message

So recently the new Time-locked server came out on test servers today for EQ2. I was trying to log into the normal server today and go run some zones with my group but all of a sudden Ogre stopped wanting to work and didn't load at all. So i was wondering if everytime there is a new patch does Ogre have to be re-coded for the new things in the patch? I have done what the forums say when you get the error message saying not in win32 library etc. but it still doesn't want to work for me. I have wiped Innerspace, ISXEQ2, and ISXOgre off of the computer and redownloaded everything 5 times now and still nothing. Any suggestions or any ways that someone can help me figure out what's going on?

C:\Program Files (x86)\InnerSpace\Extensions\ISXDK34\isxogre.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original instillation media or contact your system administrator or the software vendor for support. Error Status 0xc0000130.

I just got it. I was copying it to the Documents folder and transferring it over to the ISXDK34 and it wasn't working. This time i went to the Downloads folder and transferred it over from there and now it's loading in-game. Thank you so much for the help Kannkor and i will surely email you or ask more questions in the future. You are the man!
