When using Ogre in a raid with another Dirge I sometimes have issues with CoB overlapping. In the Dirge tab I have his /raid CoB announce set and everything. Does it need to be word-for-word accurate, or can it just contain a part of his message? Does my raid announce have to be identical to his for it to work, or no? Also does pausing and resuming the bot effect how the bot handles timing CoB's?

It's a partial match. Which means, if you had "casting cob" but his message was "I am casting cob blah blah" it would work.
However, if his messag was "cast: cob blah blah" it would NOT work, because the phrase "casting cob" is not included.
Likewise, "casting the awesome spell cob" would NOT work, because the phrase "casting cob" is not there. While each individual word is there, it's looking for the phrase to exist.
Currently, the other COBer has to be in your auth list. Which at this stage seems a little silly, so I'll remove that requirement for next release.
Pausing/resuming has no affect on CoB rotations.
