I Can't open the site. The link does not work and the http://stealthsoftware.net/ gives me access denied 403 error.

Not really. As far as I know, it still works; however, it's a closed source application and the author is no longer actively developing it. Who knows, he might return someday, but there is no guarantee.
There are some new folks working on new bots, etc. but it might take some time before they're finished. For now, I think that most people can still get most everything they want to accomplish using the scripts that are freely available on the forums (e.g., EVEBot) and/or Stealthbot as it is.
